In response to the need for coordinated Tribal Early Childhood Services and Systems in American Indian and Alaska Native (AIAN) communities, ACF launched the Tribal Early Learning Initiative (TELI) in 2012. 8 Tribes participated in two-3 year cohorts from 2012-2017 and were given small incentive grants between $30,000-$100,000 for technical assistance support to develop and implement their plans.
This partnership between Tribal communities and ACF is designed to better coordinate Tribal early learning and development programs, including child care, Head Start, preschool, home visiting, and other services.
There is a growing recognition that many public policy issues are more complex than one sector can address alone. One path towards lasting, systemic & sustainable change are Public Private partnerships (PPP).

Supporting an in-person TELI Collaborative Convening:
The in-person convening will strengthen the opportunity for peer sharing and learning. Private funding will cover logistical support, content development, and costs of travel for TELI teams. Two ECFC members (Heising Simons Foundation and the Trust for Learning) have provided funds for the convening in Nov. 2023.
TELI Project Storytelling by the Participants
NAP has committed a communications consultant to conduct pre- and post-interviews with each Tribe, develop interim and final reports, and engage in creative dissemination strategies to ensure that successes, highlights, and lessons learned are shared broadly.
Flexible Mini Grants for Tribes
There is a open need to provide flexible mini grants directly to TELI Collaborative Tribes to support each Tribe's planning and implementation efforts and maximize their ability to engage their communities and partners successfully.
